تنمو مشاعر الخوف والشّك في جدوى الاهتمام بالشأن العام والتحرك المشترك من أجل حماية المصلحة العامة بسرعة مذهلة في ظل الأنظمة المستبدة. ولا تختفي بمجرد سقوط حاكم جائر، لأن آثارها في نفوس الناس وسلوكهم لا تزول بسهولة أو في مدّة وجيزة من الزمن.
