إن حماية الأمن القومي من بين المهام المنوطة بالدولة. لكن في حين أنه قد تكون هناك أسباب مشروعة لتقييد التعبير عن الرأي لتحقيق هذه الغاية؛ فإن "الحماية من الإرهاب"، وغيرها من المهددات للأمن القومي، هي حجة يتم التذرع بها كثيراً في تبرير الحملات غير القانونية المستهدِفة لقمع حرية التعبير.
