This report surveys and undertakes a comparative analysis of international regulatory approaches to Al-Manar Television in the United States, United Kingdom, Canada and Europe. In doing so it adopts a two part structure. In part one, the report surveys the international regulation of Al-Manar in a number of Key jurisdictions, namely: the United States; Canada, European Union; United Kingdom; France; The Netherlands; Spain; Germany and Israel. Here the focus is on the ways in which law and policy frameworks have responded to regulate Al-Manar in both domestic and regional contexts. This provides a useful comparative context for regulation options in Australia.
