State of Privacy Morocco

In 2016, the number of internet users in Morocco reached 14.48 million (of a population of approximately 34 million) according to the National Telecommunications Regulatory Agency (ANRT), with an estimated growth of internet subscribers of 40 % the previous year.

Internet penetration increased steadily. In 2016 the International Telecommunications Union (ITU) estimated the rate at 57.6 %, among the highest in the region. Internet is overwhelmingly accessed through mobile-broadband plans -- 92 % of Moroccans access the web through their mobile devices, while 8 % gain access through a fixed broadband connection (ADSL).

The number of subscribers to mobile telephony in general has reached 42 million in 2016, which represents a penetration rate of 124 %.

A large corpus of statutory laws govern data management, cybercrime and access to communications data in Morocco. Many have privacy implications.

The Moroccan intelligence and security structure is made up of a number of agencies with overlapping mandates. These agencies' organizational charts remain classified, which complicates the task of mapping their work and oversight mechanisms. It is also difficult to establish their size because of a lack of official statistics.

Most of the agencies are under the control of either the Ministry of the Interior or the military. Recent legislative reforms have allowed for a relative level of accountability and transparency, thanks in no small measure to the efforts of human rights organisations.
