This background report was prepared for the workshop “Toward a Media Regulatory Reform in Middle East and North Africa: Workshop on Regulation of the Profession of Journalists”, held in Tunis, Tunisia, on 6-7 March 2015. The workshop was attended by expert participants from Algeria, Egypt, Lebanon, Libya, Morocco, Tunisia and Yemen, as well as from the four organisers, the Arabic Network for Human Rights Information (ANHRI), the Centre for Law and Democracy (CLD), International Media Support (IMS) and Vigilance.
